Mosadaqa (mosadaqa.sa) is the Saudi Ministry of Education’s online service for verifying non-Saudi educational certificates. You apply and pay online, the Mosadaqa team contacts the university or college that issued your certificate, and you receive a decision by SMS and email. The fee is SAR 538 per certificate, including VAT, and there is no office to visit.
The service is developed and run for the Ministry by Tatweer Educational Technologies (TETCO). It replaces the in-person first step at the Saudi Cultural Mission, so you can apply from anywhere.

Who Needs Mosadaqa Verification?
According to the Mosadaqa FAQ, verification is required for a work visa in Saudi government agencies and by the Saudi Commission for Health Specialties, the Saudi Council of Engineers and the Saudi Organization for Chartered and Professional Accountants. Some private-sector employers also ask for it. For engineers, the result is shared with the Saudi Council of Engineers.
Coverage was rolled out by country of study, starting in 2023 with Egypt, Jordan, Iraq and the Palestinian Territories, then countries including India, Bangladesh, Nepal, the Philippines, Sri Lanka and Thailand. The official list of countries is not published, so check during registration: if your country of study is not available, the system will tell you.
How to Apply for Mosadaqa Verification
- Register on mosadaqa.sa. Enter your name exactly as it appears in your passport, then confirm the code sent to your email and mobile.
- Choose the degree level (diploma, bachelor, higher diploma, master, PhD or fellowship) and enter the certificate details.
- Upload your documents (see the list below). Files must be JPG, PNG or PDF, no larger than 1 MB each, with up to 3 files per document. Use Chrome or Edge on a computer.
- Pay SAR 538 per certificate by card.
- Application review: if something is missing or unclear, the request becomes incomplete and you receive an email explaining what to upload.
- Contacting the educational institution: the Mosadaqa team writes to your university and follows up. This is usually the longest stage.
- Decision: you are told by SMS and email, and you can print the report.
Master’s and PhD holders: verify the lower degree first. A master’s or higher diploma needs the bachelor’s certificate verified first, and a PhD needs both the bachelor’s and the master’s.
Documents You Need
- National ID from your home country (as required for that country)
- Passport (front page)
- The degree certificate
- The academic transcript
- The consent form for your country of study, downloaded from the application, signed and uploaded
- For a master’s or PhD: the lower degree certificates and transcripts, and the research or thesis
- For a diploma: your secondary school certificate
- Proof of payment if your university charges its own fee
Mosadaqa Status Meanings
| Status | What it means | What to do |
|---|---|---|
| Incomplete request | Documents are missing or unclear | Upload what the email asks for from “follow up requests” |
| Contacting the educational institution | Mosadaqa has written to your university and is waiting for a reply | Wait; raise a support ticket only if your university has already replied and nothing has moved |
| Final approval of the educational institution’s response | Applicants report this appears after the university has replied, while Mosadaqa reviews the reply before deciding | Usually nothing; watch your email |
| Authenticated | Your certificate is verified | Print the report; employers can check it online |
| Authenticated with notes | Verified, with remarks recorded | Read the remarks; ask the requesting body if they affect you |
| Unauthenticated | Not verified; the reason is shown | You can object within two months through a support ticket |
While your request is open, you can print a statement saying the request is still being processed and no final decision has been issued. Employers can confirm a decision on the Verification Inquiry page using the request number and your ID or passport number.
If Your Request Is Delayed or Rejected
- Open a support ticket on mosadaqa.sa. Mosadaqa aims to handle payment and data problems within 5 working days and objections to a decision within 10 working days.
- To object to a decision, attach a PDF explaining your reasons. Under the user guide, objections should be made within two months of the result.
- Starting a new application means paying the SAR 538 fee again, so object first if you think the decision is wrong.
- If a university cannot be reached or does not reply within a long period (the user guide mentions two months), the decision can be “not verified” for that reason. Ask your university to reply to Mosadaqa’s request.
Mosadaqa Is Not the Same As
- Degree equivalency (معادلة): a separate Ministry of Education service on eqs.moe.gov.sa that decides what your degree is equivalent to in Saudi Arabia.
- Professional verification: an HRSD programme that checks whether your qualifications and experience match the job on your work visa (HRSD).
- Embassy and MOFA attestation: separate document attestation steps. Check with your employer or the requesting body whether they still need them after Mosadaqa.

Frequently Asked Questions
What is Mosadaqa verification?
Mosadaqa (mosadaqa.sa) is the Saudi Ministry of Education’s online service for verifying non-Saudi university and college certificates. The Mosadaqa team contacts the institution that issued your certificate and confirms that it is genuine. You apply online and do not need to visit a Saudi cultural mission.
How much is the Mosadaqa fee?
The Mosadaqa fee is SAR 538 (about USD 144) per certificate, including VAT. It is charged whatever the result and is not refunded. Any fee your university charges for confirming the certificate is extra.
How long does Mosadaqa verification take?
Mosadaqa does not publish a fixed time. It depends mainly on how quickly your university replies and on whether your documents are complete and clear. The stage of contacting the university usually takes the longest.
What does “Final approval of the educational institution’s response” mean?
Applicants report that this status appears after their university has replied, while Mosadaqa reviews that reply before issuing the final decision. Usually nothing is needed from you unless Mosadaqa emails you asking for documents.
Is there a Mosadaqa office in Riyadh?
No. Mosadaqa is an online service with no walk-in office for applicants. For help, call the Mosadaqa Support Center on 920018207 inside Saudi Arabia or +966920018207 from abroad, or open a support ticket on mosadaqa.sa.
Is Mosadaqa the same as degree equivalency?
No. Mosadaqa only confirms that your certificate is genuine. Degree equivalency is a separate Ministry of Education service, and professional verification for work visas is a separate HRSD programme.
