  • Available in Jeddah: new NICOP (SNICOP), renewal, reprint, changes, Family Registration Certificate (FRC) and cancellation of a deceased relative’s card.
  • Not available: a CNIC or Smart CNIC is issued only in Pakistan; abroad you apply for a NICOP.
  • Online first: NICOP renewal and related services are on NADRA’s Pak-ID portal, so you may not need to visit.
  • Bring: your original CNIC or NICOP and passport; for a first NICOP, the birth certificate with both parents’ names (attested by the Saudi MOFA) or passport, and both parents’ ID cards.
  • Fees: paid in cash at the NADRA counter.

The attestation section attests powers of attorney, affidavits, pension forms, degrees, birth, death and marriage certificates, and translations of Saudi documents and driving licences.

  • The person signing a power of attorney or affidavit must come in person and sign and give a thumb impression in front of a consulate officer. Two witnesses are required.
  • For a power of attorney, bring proof of property ownership if relevant, your CNIC or NICOP with a copy, an iqama copy, two passport-size photos, the attorney’s CNIC copy and Saudi mobile numbers.
  • Documents issued in Saudi Arabia must first be attested by the Saudi Ministry of Foreign Affairs.
  • Most attestations cost SAR 20 per document; translations cost SAR 20 to 100.
  • Consulate teams also visit Madinah, Abha, Al Baha, Taif, Jazan, Yanbu and Bisha on a published schedule, so check before travelling to Jeddah.

Emergency Travel Document (ETD)

An emergency travel document lets a Pakistani return to Pakistan only, in a genuine emergency, for example a serious illness or death in the family, or a passport lost during Hajj, Umrah or a visit. No appointment is needed. Bring the application form, two recent photos with a white or blue background, a copy of the lost or expired passport, a copy of your CNIC and proof of the emergency.
